Public Safety Global Alliance Inc., a 501(c)(3) nonprofit organization based in Rio Rico, Arizona, has been recognized with the Best in Public Safety Humanitarian Outreach award by Insider Weekly. The organization, founded on March 26, 2024, has quickly established itself as a vital resource for first responders in underserved communities worldwide.
The nonprofit’s mission centers on providing essential equipment and training to EMS, firefighters, and police globally, with a particular focus on bridging resource gaps in communities affected by natural disasters, conflict, or chronic under-resourcing. Under the leadership of CEO José Malki Higuera, a career firefighter with extensive emergency response experience, the organization has demonstrated remarkable impact in its first year of operation.
“As a career firefighter, I’ve seen firsthand that firefighters are often the first to arrive at an emergency and the last to leave. Without the proper resources, communities suffer, and dedicated professionals cannot provide the critical care they’re passionate about delivering,” Higuera explained, summarizing the organization’s fundamental purpose.
The award recognition comes following a series of successful international missions and community programs throughout 2025. Most notably, the organization’s June 5, 2025 mission to Mazamitla, Jalisco and Chavinda, Michoacán delivered six pallets of critical medical equipment including IVs, catheters, colostomy bags, wheelchairs, walkers, and oxygen tanks. The mission also provided 100 fire extinguishers of various types and fire hoses to local departments.

Beyond equipment delivery, Public Safety Global Alliance conducted comprehensive training programs, educating over 70 first responders and firefighters in Mazamitla. In Chavinda, the team performed needs assessments and established frameworks for future collaborative efforts with local officials.
The organization’s impact extends beyond international missions. Their Firefighter Summer Camp program in Santa Cruz County, Arizona, supported Nogales Fire, Rio Rico Fire, and Tubac Fire departments through a two-week STEM-focused safety education initiative reaching 64 local students from June 2-13, 2025. This program fostered early interest in public safety careers while promoting fire safety awareness.
Additional community engagement included a collaboration with M&M Family Orchard for a week-long STEM safety education camp serving 40 students from June 16-20, 2025. The organization also demonstrated its commitment to educational access through the Nogales Blitz School Give-Back Program on July 19, 2025, distributing school supplies to over 600 children across Santa Cruz County.
The nonprofit’s work has garnered significant recognition beyond this latest award. The organization recently received the Peace Medal at the Mexican Senate by Fundacion Honoris Causa and hosted the Global Firefighter of the Year Awards 2025. They also recognized the Nogales Culture Arts Committee for humanitarian contributions, acknowledging the cultural symbol “Venado de Esperanza” (Hope Deer) at a city council meeting.
Supporting CEO Higuera in these efforts are Vice President Maritza Higuera and Director of Development Stephanie Lopez. The leadership team has outlined ambitious plans for continued expansion, including training firefighters in Nayarit, Mexico scheduled for October 2025, and an awards ceremony planned for Mexico City in December 2025.
Community leaders have praised the organization’s expanding influence. At a recent Nogales city council meeting, a presenter highlighted how the group has expanded its reach globally and has been “instrumental in providing essential medical and fire equipment to communities in need, including those in Mexico,” emphasizing collaborative efforts with local departments for delivering aid.
The organization’s approach combines immediate resource delivery with long-term capacity building. By ensuring communities receive both equipment and training, Public Safety Global Alliance addresses the dual challenge of resource scarcity and knowledge gaps that often limit emergency response effectiveness in underserved areas.
Looking ahead, the nonprofit continues seeking monetary donations, equipment contributions, and volunteer support to expand their mission. Their work demonstrates how targeted humanitarian outreach can create lasting change by empowering first responders with the tools and training necessary to protect their communities effectively.
The Best in Public Safety Humanitarian Outreach award recognizes organizations that demonstrate exceptional commitment to supporting emergency responders while fostering international cooperation and community development. Public Safety Global Alliance’s comprehensive approach to addressing resource gaps through equipment delivery, training programs, and youth engagement exemplifies the spirit of this recognition.
